I haven't done a whole lot of motion blur to the background, kind of gone for the more subtle look. I think the blur around the car helps a bit though..
I'm just uploading a video to youtube sort of showing how I did it.

It's just a series of screenshots taken every one second, so it goes pretty fast, but watch it a few times. Keep an eye on the layers pallet.
There was a couple of times where I went ahead and added the blur on the background without feathering the selection so I had to go back and do that.
Notice that I duplicated the car layer and moved the bottom car over to the right a bit so that there was more blurred car towards the rear instead of just even amount of blur at the front and rear.

No worries, design is a tough field, but constructive crit and advice is very helpful. The best to do is like you said, keep playing around with it and experiment
