I'd call them Shin Slicers....
(and seriously.... are they going to actually do anything for the airflow to 'help' the car go any faster around a corner.... I don't think so)
For the record, I'd consider Wiglets to be the side, end plates on a rear spoiler and anything like this 'blade' type attachment to a car (F1 or otherwise) to be called a Canard.
