I think you confused the figures... drake89 quoted km/L and it sounds like you quoted L/100km.

Any mods to the intake system on the lancer should really be custom tuned afterwards as our Air Flow Meters are very sensitive to change.
I know you may think its doing no harm (or how can it) but your Air Fuel Ratios could be drastically changed from this mod. Long term serious engine damage could be a reality. I'm not saying don't buy it, just try to be aware of the potential long term results.
cheers

here is all figures converted to L/100km
9.52 L/100km OLDMAN
13.69 L/100km 18Y/O
11.48 L/100km HIGHWAY
8.54 L/100km HIGHWAY
from that you can see it completly ruins your fuel consuption.
I have a CAI and i have never gone over 9L/100km driving spirited. not on a highway, and on a highway i get under 7.
IMHO not worth the extra usage in fuel.

Guys, as a matter of fact fuel consumption figures in km/L are far more useful than L/100km which are a practically useless figure.
You want to know how far you can go on your remaining fuel and it is far easier to calculate in your head while driving for a pretty accurate figure using KM/L knowing lets say how much fuel you have left and how far you have to go.

What if you know how far you are going but you need to know how much fuel you need?
I dont think it matters which one you use.
