I agree with blakey. Whilst it is great HIDs give lots of light, they are very very glaring. For people with eye problems (like astigmatism) - headlight glare can be very blinding.
Anyway, I have an example -
My friend has an IS200, lowered with 6000k HIDs. They are white with a slight blue tinge. People say this is the whitest but it is not. When you look at the bulbs itself from a distance they are clearly slightly bluish. But because of that to the driver it seems WHITER. If you put a 6000k HID beside an OEM HID, you can really tell how much bluer it is.
Even with the IS200 lowered, and the lights angled at the LOWEST (because he knows it can be blinding) - they are still blinding (good thing I have tint when I drive in front of him.
His personal experience: Because they are so bright, you can see more. Because they are so bright, you have to angle them lower. Because you angle them lower, you can't actually see that much further ahead. Due to the HID's light output, there is roughly 2-3x more light dispersed out from the main beam area - making street signs too bright to read.TEXT

Aaaaaanywas, as usual this guy didn't ask anything about the legalities of installing HIDs, he was looking for specifics of what he needs. If he wants to investigate everyone's opinions on what he should do to his car, there's a million other threads with rants about HIDs.

no i didnt get that off the internet, i know that from my trade.( to be trade)
halogen has a completely different direction and patten light to gaseous discharge lights.
You do need the ballasts, just not a wiring harness.
If you buy a kit everything you need will be there (probably with generic instructions too)
The ballasts are required as they generate the ~23,000 volts required to ignite the gas inside the HID and then after that they regulate the power.. It takes some time for the bulbs to reach 100% light output also, so rapidly turning them off/on is not good
And lets not turn this thread into an "I HATE HID'S!!111oneoneoen" thread, the original topic was about asking a question how they work.
I understand that you want to voice concern about legality or personal dislike towards HID's and that has been done already, so lets keep it on topic.
