Well it is illegal and dangerous for anyone to drive without their lights on at night, so why has the cop not got his lights on?

The reason why he is doing this is obviously (as others have said) is to fine people for flashing their headlights at night illegally!

well that is silly then but it is dangerous I hate it when people drive around with no lights on the amount of people I see with no lights on at night is redliciously
