It's a game where you build your own car company. Also, you get to build your own engine and car! It's still in very early stages, but you can pre-order and try the demo and stuff. It's a pretty fun game so far.

Are their prices including the actual game or do you pay more when it's released? And how can we be ascertained that the final version will be released at all?

No, once you pre-ordered it, that's it. It'll be cheaper too.

Well, there's really no guarantee that it'll be finished like with any game. However it is still receiving updates, a good sign.
