GTP712 probably the best turbo to run with an 18 or 22 psi Turbosmart actuator and ID1300 injectors with AEM300 fuel pump.

If you are buying second hand then the 2.4 is the way to go, and the CJ ecu is tunable.

For the sort of power goal you mentioned, the stock EvoX turbo with a decent intercooler will do just fine. An ExoX or HDi intercooler will do nicely. Most so called cold air intakes for your car are rubbish and a pod filter setup is not the best option. The stock airbox is fine with a Cosworth filt...

The slow launch thing is eliminated with a good tune.
Lancers dont need much modding to wake them up.
Which, when I think about it, has always been the case with Mitsi engines right back to the 1400 Saturn engine vintage 1972.

This particular car achieved higher engine load figures than the stock setup typically achieves, so possibly yes. It did have a better exhaust system so that is a contributing factor too. It certainly did not cause any negative effects, however I think the filter could be replaced with a larger unit...

I would be surprised if you got $200 for them. Your typical Lancer owner is generally not flushed with frivolous spending cash - and definitely not if the wife gets to hear about it first.
